Code-of-Conduct, Nettiquette, and Disclaimers

It is a condition of use for the Townsville Community Wireless network that you accept these rules, terms and conditions.
Directly or indirectly accessing any part of the Townsville Community Wireless network indicates your acceptance of these conditions.

Who we are (and are not), and how we operate:

  •  The 'Townsville Community Wireless' group is not a club or official organisation.
  •  Most decisions are made by general consensus at group meetings by those financial members who attend.
  •  Anyone is able to attend these meetings, regardless of whether they are active on the Townsville Community Wireless network.
  •  The group has a committee of Chairman, Secretary, and Treasurer that preside over the regular meetings, generally held on the last Monday of every month.
  • Equipment donated to the group 'belongs' to the group (not any individual).
  • Private Node operators that own their equipment are bound to act according to the Code-of-Conduct outlined here.

Network Access:

    There are two classes of membership to the Townsville Community Wireless' group. Each with different access to the network and the organisation of the group. These 2 classes are:

  • Financial Members
  • Non-Financial Members
  • Financial Members:

  •  Have full access to the network without heavy bandwidth restrictions except where necessary for the health of the network or network segment.
  • Can vote at the group's monthly meetings.
  • Have paid the <a href="./netmaintfee.php" target="mainFrame">Network Maintenance Fee</a>, or have had the fee waived for a period of time by 2/3 majority vote at a regular monthly meeting (usually due substantial donation of time and/or equipment).
  • Non-financial Members:

  •  Anyone utilising the Townsville Community Wireless network who has not paid the Network Maintenance fee or is otherwise covered under the definition of a Financial Member is a Non-Financial member.
  •  Non-Financial members have free access that may be subject to bandwidth limiting at all major nodes on the network. This may limit limits the available free bandwidth to 64kbps per wireless client.
  •  Non-Financial Members may attend and discuss issues at any regular meeting of the TCWG, but are not allowed to vote on any resolution at these meetings, or any vote on any issue that affects the organisational or financial aspects of the group in any forum.

The Network Maintenance Fee pays for equipment, and ongoing maintenance of the common nodes on the Townsville Community Wireless mesh (ie, Mt Stuart) and group owned equipment installed to enhance strategic private nodes.

Behaviours and Responsibilities

Be kind to the backbone:

The increased bandwidth (speed) offered by the current wireless technology over dial-up or ADSL connections can quickly be eroded if people (you) aren't considerate of others.

To this end:

  •  If you are going to download files via Bittorrent/FTP/DC/gnucleus/kazza or other download application from someone else on the network, please throttle the download speed back to 50kBps (~50000Bps) if the total transfer is going to take more than a few minutes.
  •  Where availability and lack of obstacles permit, point your antenna towards a node in your neighborhood in preference to the MT Stuart installation. This helps with traffic management on the network. The Access point(s) on Mt Stuart will quickly become saturated if everyone aims his/her antenna in that direction.
    If you point to a local node, only traffic that needs to be sent to the rest of the network will go there. Check the network maps to see which nodes are closest to you.

Protect yourself from others:

  •  Make sure your PC and/or network are protected by up-to date antivirus software. This includes Linux users too...
  •  Make sure you protect your internet connection from being accessed from the wireless network. If you discover that you have inadvertently gained access to the internet via someone-else's internet account without their knowledge, contact the node admin or post a message in jbird's forums so that the owner of the account can fix this. Anyone found intentionally leeching from open internet connections without the permission of the owner of that connection may be banned at the discretion of the network monitors or offender's node owner.

Network Administration:

As with any group such as this there are those who have taken on a monitoring role for the network. This is usually by virtue of their generally accepted knowledge, interest, and participation in the setup of the network, or ownership of a node. There are some circumstances where those monitoring the network may be required to make decisions on behalf of the group to protect the group and the network from malicious or unintended problems. Under these circumstances:

  •  Anyone is allowed to participate on the network, but the needs of the many, outweigh the needs of the one (or few). If something you are doing causes problems for other users, the network admins or node operators reserve the right to block your access until the problem is resolved. Node operators should try to contact those that they have blocked access to as soon as they can (if possible) or broadcast messages to the group if they cannot identify the client.
  •  As the network is a shared medium, Node Administrators may use traffic shaping and bandwidth capping to maintain usability for all users of the network/node. The implementation of this is at the discretion of the node administrator.
  •  MAC Addresses or IP addresses on and off the wireless mesh may be banned from accessing the network if found to be scanning or hacking with malicious intent, causing Denial of Service, propagating viruses (maliciously or unintentionally), or causing a general nuisance to others on the network. Any Network Maintenance Fees paid will not be refunded to a banned user.

    Communication of this will generally be made by the person monitoring the service to the owner and/or the group so that that misunderstandings are avoided and the owner of the MAC or IP can have the right of reply.
  •  Planned upgrades and outages to the network backbone and nodes will be posted to the Townsville Wireless Mailing List so as to minimise the inconvenience to network users.
  •  The administrators do their stuff in their own time, have commitments outside the wireless, and receive no payment for their services. Please do not spam or flame the admins if they are unable to process your request in a time of your choosing, please be patient and possibly re-request, as sometimes real life intervenes in the affairs of the wireless, and you might not always get notified when this happens.


  • Being a public network there is no inherent wireless security enabled (WEP). It is up to individuals to protect themselves and their data with firewalls, VPNs, Anti-Virus Software, and other methods as necessary.
  • Content provided on this network is the sole responsibility of clients of this network. The Townsville Community Wireless group is not responsible for any content on this network other than this website.
  • There are no guarantees of service on the Townsville Community Wireless network. It is run by volunteers in their own time. If something breaks, then node owners and admins will get to it as time, money, and motivation permits. Please do not spam the admins or the forums about this.
  • 802.11b/g equipment is designed to operate over about 400m. At that distance, none of the group's Mt Stuart nodes would broadcast to the foot of the mountain, let-alone anywhere else in Townsville. With all the variables in play, there can be no guarantee of service at any given point or time. The Townsville Community Wireless is not responsible for the costs incurred in obtaining any equipment that fails to connect to the network due environmental, geographic, or any other reasons.
